Government of Gilgit-Baltistan Signs Agreement with NPAK Energy to Take Over Electricity Operations in Hunza from 2026 Daily Kausar | Gilgit The Government of Gilgit-Baltistan has signed a landmark set of agreements with NPAK Energy Limited, a subsidiary of Industrial Promotion Services (IPS), marking the region’s first major public–private partnership in the energy sector. With this development, the energy landscape of Hunza is set for a major transformation. Under the agreement, NPAK Energy will officially take over electricity generation, transmission and distribution in Hunza as a government-approved utility operator starting 1 January 2026. This step represents a significant milestone in operationalising the long-term partnership outlined in the original 2020 concession agreement. According to the partnership structure, the Government of Gilgit-Baltistan will maintain ownership of all energy assets in Hunza, while operational control will be handed over to NPAK Energy for a period of 30 years. The primary objective is to ensure reliable, affordable and uninterrupted 24/7 electricity for all residents — supporting tourism, economic growth, public services and overall quality of life in the region. Work is also ongoing on the Gilgit-Baltistan Energy Master Plan, which will guide future investments and explore opportunities to expand the public–private partnership model across the province. Backed by IPS’ global expertise in clean energy and utility management, NPAK Energy will upgrade Hunza’s power generation capacity,strengthen transmission and distribution networks and enhance operational efficiency.The company will also launch a comprehensive Corporate Social Responsibility (CSR) programme, focusing on: Community development Environmental protection Youth skill development Local social initiatives NPAK Energy reaffirmed that all current employees of the Water and Power Department working in Hunza will retain their positions. Gilgit (Staff Reporter) — Under the supervision of Alkhidmat Foundation Pakistan, the Aghosh Alkhidmat Gilgit-Baltistan project was officially inaugurated in Gilgit through a graceful ceremony attended by prominent social figures, government officials, religious scholars, and media representatives. Despite several written requests from the hospital administration, the Health Department has not yet taken any practical steps to repair it. According to hospital sources, multiple appeals were sent to the authorities, but due to lack of funds and departmental negligence, no progress has been made.As a result, patients are forced to go to private laboratories or travel to other cities for CT scans, which is both costly and inconvenient. Local citizens have expressed anger and disappointment over the situation, calling it a serious failure in the healthcare system. “This kind of negligence in the health sector is unacceptable. The government must act immediately,” said a resident of Gilgit. Patients and citizens have demanded that the Government of Gilgit-Baltistan restore the CT scan machine as soon as possible so that people can get affordable and timely medical services without depending on expensive private centers. Gahkuch–Tali Das Road Closure Causes Severe Hardships – Residents Announce Peaceful Protest

Ghizer (Kamran Ali) : The prolonged closure of the Gahkuch–Tali Das main road has created serious difficulties for the people of the region. Due to the damaged and blocked routes, residents and transporters are struggling to continue their daily activities. Essential food supplies are running short in the upper areas, and the prices of basic goods have sharply increased. The people are urging the authorities to take immediate steps for road restoration to ensure smooth transportation before the harsh winter season begins. Because of the blocked road, many local markets are facing shortages of essential items such as flour, rice, and cooking oil. Transporters have been unable to deliver supplies to remote areas, resulting in a significant increase in costs. Locals say that children are unable to reach schools easily, and patients face serious challenges in accessing hospitals and emergency services. A meeting was recently held at the Gupis Headquarter that included representatives from the Transport Union, Bazaar Committees, and other local stakeholders. After detailed discussions, community leader Aslam Inqalabi announced that the government has been given a deadline until November 12 to restore the roads and address the region’s key issues. He added that if the authorities fail to take practical action by the deadline, the people will launch a peaceful protest movement across the Ghizer district. According to Aslam Inqalabi, the movement will begin with a one-day shutter-down and wheel-jam strike. Later, public gatherings will be organized in all sub-division headquarters including Gupis, Phander, and Yasin to raise awareness about the situation. He emphasized that the protests will remain peaceful and organized, and all activities will be carried out in consultation with the local committees and unions. If the government still fails to take notice, residents have announced a plan for a long march from Darkut to Tali Das. The march will conclude with a sit-in (dharna) at Supil Wei, which will continue until the people’s demands are addressed. Community representatives stated that they do not wish for confrontation, but only for the government to act promptly for the well-being of the local population. Meanwhile, a hunger strike has already started at the Gupis Headquarter, where several participants have vowed to continue until November 12. They expressed that their protest will remain peaceful and will only end once the authorities take solid steps toward repairing the roads and ensuring the delivery of basic necessities. Local residents have called upon the government to prioritize the repair of the Gahkuch–Tali Das road. Restoring the main highway will not only ease transport and reduce prices but will also improve access to education, healthcare, and trade. They emphasized that cooperation between local communities, government departments, and transport associations is vital for sustainable progress and improved living conditions in Ghizer. The closure of the Gahkuch–Tali Das main road has severely impacted daily life in Ghizer. As food shortages and inflation worsen, the people are demanding quick government action to restore road access and ensure fair transportation of goods.
